Message	Use the text below or type your own message Dear Minister, I urge you to support the packaging recycling target of 65% proposed at the April 2005 Environment Protection and Heritage Council meeting. The success of take-back schemes such as South Australia's container deposit legislation, which achieves recycling rates of over 80%, shows that the 65% minimum rate is not only achievable but could be surpassed. It is also vital that the overall target is supported by individual targets for different materials. Poor performing recyclers in the plastic and glass sectors cannot be allowed a free ride on the back of strong performers such as the aluminium and paper industries. I am particularly concerned that the Regulatory Impact Statement for the revised National Packaging Covenant expects local government to cover the cost of public place recycling championed by industry. This is a totally unacceptable burden on top of councils' massive $300 million expense to run kerbside recycling across Australia. I am fed up with food, beverage and packaging companies making huge profits from throwaway containers while ratepayers foot the bill for recovering and recycling their products. I encourage you to support a national container deposit scheme in order to equitably fund the infrastructure required to address away from home consumption of packaging, and provide the all-important motivation required for consumers to improve their recycling behaviour, currently lacking in public place recycling programs. The results speak for themselves; drink containers make up 40% of the litter collected on Clean Up Australia Day nationwide, but only 9% of the litter picked up in South Australia. It's time to listen to the will of the people rather than industry rhetoric. I urge you to support both high recycling targets and effective mechanisms to achieve them, or risk wasting a further five years of inaction on this important social and environmental issue.
